I get comped rooms 90% of the time there. HS Cleveland has the Ritz Carlton, which is actually owned by Dan Gilbert's company which owns the casino, so it's basically a casino hotel. Horseshoe Cleveland and Cincinnati have been extremely easy for me to get rooms in. The Hyatt is the best avoid the Sheraton. They put you up in the Holiday Inn Express next to the casino, the Sheraton Inner Harbor, or the Hyatt Regency. They must buy a small bucket of rooms each month or so and dole them out until they're gone. Even as 7S, I can almost never get them comped.
Horseshoe Baltimore has been tough for me to get rooms in.
